Nowadays, the main problems of energy and industrial water consumption are the high demands of need and low utilization rates. To meet the national strategies in green economy, energy saving and emission reduction, a new heat exchanger with high energy-and-water-saving technologies are presented, which called hybrid closed circuit cooling tower(HCCCT). It could be used in two cooling modes(includes air-cooled and evaporative cooled one), selected by the customers’cooling demands and operating environments.The main researches of the paper were as follows:1. Mathematical model of the evaporative cooled mode was established; many related empirical anc semi-empirical equations were summarized and proved to be reliable by computational simulations.2. Mathematical model of the air-cooled mode was established. Meanwhile, the experimental test platform was set up to see the air-cooled heat transfer performance; different tube types were analyzed to see the effect on it.3. Facility operating programs were made to decide the operating mode of HCCCT in different operating environments and customers’cooling demands, and to calculate operating parameters included deluge water flow rate, air velocity and water flow rate inside the tube, which thereby to calculate facility operating costs. Therefore, the program was made to guide the users operation and reflect the operating costs.The main purposes of the paper were having researches on the heat and mass transfer performance in two modes, and getting operating program which saves more energy and water in different operating environments and customers’cooling demands.
