In the recent years, with the development of the social economy, accidents of water pollution and the problems of drinking water’s safety have occured frequently. Real-time monitoring, analysis and early warning of water quality parameters condition, variation and evolution trend, alarm warning of gradient sudden water quality accident can take preventive measures and prevent the loss from the pollution and protect the safety of drinking water.This paper mainly combines the National Water Project and the National Natural Science Foundation. The development and research focuses on the water quality detecting mechanism based on UV-VIS continuous spectrumetry, detecting algorithms and detecting device, the main work and innovation is listed as below:(1) The paper studies the mechanism of water quality detecting and analysis based on UV-VIS continuous spectrumetry in-depth. Mainly is single-spectrometry and continuous spectroscopy. Research proposes a computing technology of COD (Chemcal Oxygen demand) based on the whole spectral analysis and the spectral data denoising techniques based on wavelet thresholding method, which improve the accuracy of the spectroscopy water detecting results.(2) On the basis of introduction and comparison of water quality parameter detecting algorithm based on UV-VIS, The paper proposes the ELM (Exetreme Learning Machine) algorithm, increases the amount of information of the spectral data of water quality detecting and verifies the results.(3) The paper develops the field water monitoring and early warning device based on UV-VIS, and finishes the overall architecture design, field monitoring subsystem development, the spectral data transmission subsystem development and system integration, and also completes the deployment, debugging and experimental applications of the system, which slove the problems of field data analysis and wireless transmission of water parameters data.This article provide a new solution for urban water quality online monitoring and early warning by develop the water quality parameter analysis and detecting device and the UV-VIS spectral analysis algorithm.
