Research purpose: Based on the interactive coupling intrinsic mechanism of land use and environment,this article defined the phenomenon that both systems-the land use and the environment effecting each other through their respective coupling elements as environment coupling,sloving the contradictions between the land utilization and the environment, to optimize land use structure,to realize the Lu’an land utilization-environment sustainable development countermeasure measure, thus to provide the basis and guidence to guarantee the land use and the environment health, stable, the highly effective development.
