With the development of social economy and increasing level of peoples’life, the level of medical services in China continuously improve, the scope of services expands unceasingly. Meanwhile, however, the increasing of the generation of medical waste increased the potential harm to the environment and human health, which requires us to strengthen the recycling of the medical waste. At present, although many large and medium-sized cities in China have implemented a centralized harmless disposal of the medical waste, the overall level of the disposal is still at a preliminary stage. A lot of problems, especially the location problem of the medical waste collection point and the vehicle routing problem, are to be solved. Thus, to obtain the scientific site selection results and transport routes, this paper build a dual objective decision making model of facility location and vehicle routing and a combination algorithm of genetic algorithm and ant colony algorithm is used to solve the problem. Finally, an example of medical waste recycling of Jinzhou, Dalian is used to verify the validity of the model and the superiority of the algorithm. The results of the study can not only provide reference to the relevant government departments and waste disposal companies, but also provide a new solution for positioning-path problem (LRP) in the reverse logistics.The main content of this paper is as follows:(1)The optimization of the city medical waste recycling networkFirst, making sure the generation of medical waste of each medical unit; then, establishing certain rules to determine each collection points, which would cover all the generating points involves and form a network of collection points. Finally, according to the network of collection points and the economic scale of medical waste disposal facilities, combined with the relevant provisions of the state and the regional planning of local governments, using related technologies, the medical waste recycling network was constructed.(2)City medical waste recycling network optimization model and algorithm designAccording to the city medical waste recycling network, the bi-level programming model is established. The upper level of the model is medical waste collection point .wer model. Then, the objective function of the upper level model is obtained by calculating the related transportation costs of the upper model, on the basis of which the upper model program is adjusted. Solving method based on genetic algorithm and ant colony algorithm is designed.(3)Case StudyThis paper took Jinzhou, Dalian as an example to optimal the liner model and test the model and algorithm, to find the problem and improve until get a satisfactory program.
