With the rapid development of urban socio-economic and humanistic economy,the process of town socialization quickened, the non-commercial land of city decreasedand the living population of urban increased, the safety of urban has been threatenedseverely by the natural disasters. Therefore, in the background of the continuouslystrengthen of global natural disaster’s frequency and intensity, enhanced the disasterprevention and control, reduced the urban residents loss of life and property, andconstructed a harmonious beautiful city, that has been become the focus of the researchin current situation. Combining with the current urban social economic situation, asystematic and theoretical elaboration has been made by author among the types andcharacteristics of urban natural disaster’s, the analysis method for risk of urban naturaldisaster and the risk management research for urban natural disaster. By thisfoundation the multi-objective optimization method of urban natural disasters forhedge place has been proposed, and then following research work has been made:Firstly, set the Earth’s system economic circle of the cities-humanity-environmental as a starting point, the types and characteristics of urban naturaldisasters have been studied. Then closely linked to the evolution of the urban naturaldisaster events, the links among hazard-formative factors, subsequently environmentand hazard-affected body have been understood and analyzed. The risk, vulnerabilityand losses has been analyzed by different subsequently environment of disaster eventsfor different cities, what’s more, the intensity function curve of damage is drawn inorder to guide prevention and mitigation work for urban disaster.Secondly, the risk identification and the risk analysis methodof urban natural disaster have been systematically exposited and analyzed, and the theory of risk management of urban natural disaster has been introduced. Thenthe meanings, the framework and the procedures and contents of risk managementare elaborated and described.Thirdly, facing with the current urban social cultural environment, combinedwith the multiple objective optimization decision theory, a model of optimizationstationing of hedge places of urban natural disasters is constructed. That is a stationingof multi-objective programming method is used to optimize the target areawhich may be affected by the urban natural disasters, the achievement meaningful offew realistic goals are co-coordinated and balanced, and a reasonablegoal planning point is to be selected to build the hedging facilities for emergencyplacement.Finally, Xi’an is to be chosen to establish the hedge optimization model of urbannatural disasters based on multi-objective planning, the implicit enumeration method isto be used for solving multi-objective model, and the method of sensitivity analysisof weights is to be introduced to select the best optimization scheme for city hedge.And then a scientific theoretical and practical basis is raised for selectinga multi-objective hedge stationing program reasonably and effectively by the differentcities under different circumstances.
