This thesis focuses on China’s urban public transport bus standing vehicles and more but in the running late, negative phenomena such as idle resources, to improve the operational efficiency of China’s urban public transport, research based on departure time of the maneuverable bus with the maneuverable bus replace part of the standing vehicle, reduce the operating costs of urban public transport large number of traffic pressure, environmental pollution, as well as personnel, vehicles, etc., improve the timeliness of the start of the urban public transport to meet the travel needs of urban residents in China, to explore our city bus to the development of new approach to development, to promote low power consumption and efficient intensive development of China’s urban public transport, passengers are more satisfied with the "more public transport vehicles to less standing vehicles, fewer staff with lower operating costs, the larger the grid frequency than the standard start time.The findings show that does not increase the pressure on urban traffic and change the situation of the urban traffic conditions, the optimization of the maneuverable bus configuration for China’s development of efficient, low-power, high customer satisfaction emerging urban public transport to provide a new way to improve the current Urban on the bus the growing demand and urban roads, human contradictions between resources and the environment, to change the original mode of growth of the number of city buses, low resource consumption for maximum efficiency of urban transport and the highest customer satisfaction, significant to the theoretical significance for promoting the development of urban public transport undertakings in China and the worldIn the bus on time, the theory of the maneuverable bus system to form a completed system theory. Departure time for domestic and international bus optimization theory analysis, optimization design model and maneuverable cars allocation at a bus junction based on the departure time of bus timetables.
