This project is one of Shanxi Province university innovation projects. As the influences of the global climate change, ecological environment worsening as well as the Earth’s fossil energy consumption, the current situation of energy consumption has significant and profound change over recent years. Therefore, how to conserve energy has become the main direction of energy research all over the world. The smart power grid has ensured the utilization of energy in a secure, clean and efficient way. Furthermore, it plays an important role of boosting of country’s economy. The intelligent electricity saving device is proposed under the background. As an important part of the smart power grid, the Advanced Metering Infrastructure (AMI) is an integrated information network and system, which include the function of measuring, collecting, storing and analyzing user’ power-expenditure information. It will change the current situation of the one direction flow of power and information thoroughly and provide a platform and technical support for the user and grid bi-directional interactive communication.The first part of this paper illustrated the design of the intelligent electricity saving device, including the system design diagram and integrated block diagram. The intelligent electricity saving device is mainly composed of two parts:the main control system and wireless communication system. The main control system uses ARM board, which is mainly TQ2440development board. The Software development of ARM used Microsoft Visual Studio2005and VB under the Windows CE Operating system.The second part of the paper carried on the analysis and the research of the wireless communication system of the intelligent electricity saving device, the wireless communication system is consist of CC2430Zigbee chip, it is a SOC chip composed of8051MCU. The software development is the compilation of the Zigbee agreement, and the Zigbee agreement is developed based on the IAR software platform using the C language.This paper also includes the debugging and modifying of the intelligent electricity saving device that we have developed. We can control the electric relay through the main control system and monitor the indoor temperature through the temperature sensor.The last part of the paper analyzes the practical application of the intelligent electricity saving device, it can brings comfort and convenience to users. Through the analysis from the aspects of step tariff and standby power consumption, we get the result that every million users might move to peak2,921,825,000kW/h and simultaneously reduce306,600,000kW/h standby power losses. It will reduce the investment in the grid and bring huge environmental benefits.
