A kind of soft soil is distributed in the area of low mountains and hills of Sichuan Basin which has the characteristics of a large settlement, low bearing capacity and poor stability under the high embankment. So if the soft soil does not to be treated or to be treated correctly, it will seriously affect the performance of the highway. The article is based on the large number of special test data of the soft soil of the highway construction of Sichuan Basin, according to the statistics and analysis of the physical and mechanical parameters of the soft soil, the engineering properties of the soft soil of Sichuan Basin has been discussed systematically. As the treatment scheme of the soft soil is lack of systematic and scientific, according to the systems engineering theory to creat the evaluation of selected model of the soft soil for the program to provide reference. The main contents of the article include:(1) In this paper, the definition, causes, distribution feature,mineral composition, particle composition, deformation parameters etc of the soft soil are systematically summarized and analyzed.(2) According to the specific test data of soft soil of Sichuan basin road construction, using statistical methods, the mean, standard deviation, coefficient of variation of the soft soil have been staticted. Based on the physical and mechanical parameters of the soft soil, the engineering characteristics are summarized. Acdording to the theory of regression analysis, the physical and mechanical parameters of regression equations and correlation coefficients have been obtained.(3) The affecting factors of the process to select the best method to treat the soft soil have been discussed, then based on the affecting factors, the evaluation index system has benn established.(4) Using the principle of AHP, the influencing factors of the relative importance of weight were analyzed. To check the comparison matrix consistency with traditional AHP is difficulty, you need several adjustments, inspection, and then adjust. For this problem, this paper uses the improved AHP with environmental factors, reached the same result.(5) According to the engineering properties of the soft soil of Sichuan basin and the influencing factors of the decision of programs, the evaluation index system has benn established. Experts evaluates the idex, then creating the system of evaluation of treatment measures of soft soil, Then according to the fuzzy comprehensive evaluation theory with engineering example, analyzed the best treat measure of soft soil under different optimal compression modulus.
