In view of excess shipping capacity market conditions, to improve the quality of service to a stable cargo volume is the key problem of container shipping company recently. Through the overall consideration in the container shipping process with the shipper related inventory cost as well as the carrier operation cost, this article studied has constructed the container routing optimization model (CROM).Since 2008 the financial crisis, the international shipping market has entered the new low period. Along with the new shipping capacity which built before 2008 put into the market, the international shipping market got worse. And according to the current total shipping capacity and International economic growth rate, most researchers supposed the opinion that the problem of excess shipping capacity won’t be solved before 2015. Under the pressure, container companies are facing a harder competition environment. In this condition, to maintain the market share, container companies should take advantage of the Adequate shipping capacity to adjust shipping network system, control the operation cost, and improve service quality, beside Price competition.In order to study the construction CROM, this paper has first been clear about the structure of container network system which this paper studies, and through the analysis of container shipping process, differentiated and classifies the shipper’s inventory cost which correlate with the shipping process and carrier’s operation cost at every link, determination major effect factors and the decision factors. Then, according to the relationship of decision factors, construct the problem as a Bi-level programming model, the upper problem is a routing problem, and the lower is an integer programming problem. Finally for the confirmation constructed CROM is rationality and validity, paper theoretically has carried on the analysis to the model, and take our country coast containerized traffic as the foundation, has designed the experimental case, has carried on the examination to the model.
