The traffic accidents increasing number of trends, Road traffic safety situationhave become a major problem in today’s social and economic development.Transportation security and the effective demand are the challenges of road transportsystem, and the speed of management is the core. The Car ownership is1.1percent ofthe world, the traffic accidents is17percent of the world, ten thousand cars mortalityrate is33times that of the United States,22times that of Japan in China. The trafficaccidents are about3,906,164in2010from an increase of35.9percent compared with2009in China. The road traffic accidents which involving casualties is219,521andthere are65,225people were killed and254,075people were injured and directeconomic losses are930million yuan. Overspeed and fail to give way, drivingwithout a license are the main cause of the accident which caused the deaths.Overpeed is still the major violations that result The death, accounted for14%of thetotal number of accident deaths. Thus, speed is an important incentive for trafficaccidents, and the vehicle speed and accidents, the severity of the accidentintrinsically linked. Because the vehicle speed and accidents are closely related, it isvery necessary and urgent to study the causal relationship between the two and buildthe highway traffic speed and accident relational model. The study provides atheoretical basis and technical to support the traffic safety management andprevention.Drawing the traffic engineering, safety engineering and other related theories andresearch methods, it optimizes the speed indicators and quantitative indicators of theseverity of the accident. The use of optimized index build speed, impact angle and theaccident rate, the model of the relationship between the severity of the accident, andexplore the speed and the relationship between the effects of the accident, establisheda relationship model.And based on the identification of the accident vehicle speedand speed of the site of the accident the difference of the velocity difference betweenthe number of accidents and the velocity difference between the severity of theaccident based on the accident vehicle identification speed and the difference betweenthe speed of the site of the accident model road section vehicle speed variance and therelational model of the number of accidents and road accidents identification ofvehicle speed and the severity of the accident the relational model, and traffic safety management, control to provide a theoretical basis and technical support.
