Water right, also known as water property rights, is the application of theproperty rights theory of the western economics in the field of the water resources.Water rights system can solve the scarcity of water resources well, improving theefficiency of water using, is the optimal method to achieve effective utilization ofwater resources. Research of water rights has become a hotspot at home and abroad inrecent years. Many scholars have put forth a lot of in-depth study of theories andperspectives.
