The Development And Implementation Of A Performance-Related Specification For PCC Pavement

Nowadays in our country all the projects are using the Method Specification in highwayengineering.This specification’s major characteristics only could supervise and check theunder construction behavior,in the other side, this specification only could give the result ofqualified or unqualified.This traditional type specification could neither providecorresponding pay according to the actual quality of the project,nor fully mobilize thecontractor’s working enthusiasm to improve the quality of the construction.In order to solvethe above problem,we could use overseas experiences.Recently,the Performance Related specifications (PRS) became the highway engineeringspecifications development trend.PRS using the pavement damage prediction model toassociate the Life-Cycle-Cost (LCC)with Acceptance Quality Characteristics(AQC’s) ofpavement,then making a comparision between LCCdesand LCCconand making acorresponding pay adjustment using the pay adjustment to reward or punish the contractor inorder to improve the construction quality such as through encouraging the contractor toimprove the project management.Federal Highway Administration(FHWA) accelerating theresearch of PRS in cement concrete pavement, in favor of PRS’s development andimplementation in our country.The main purpose of this paper is to do some experimental research work in order tointroduce the PRS method to China.This paper systematically introduces the concept of PRSand rationale of pay adjustment according to the comparision between LCCdes andLCCcon.In the base of the rationale,chosing the AQC’s for the prediction of the pavementperformance.This paper also providing a brief introduction of the pavement failure model. Atlast,developing,implementing and assessing a level1PRS in Yangjiang-Yangchun highwayjoint cement concrete pavement project.
