Along with the progress of the aerial photoelectric technology and the expansionof the institute, the detector institute is changing quickly from single projectmanagement into matrix organization of project management. Along with technologyinnovation, the institute is facing challenges in project time and resources. Accordingly,how to effectively allocate resources, establish a reasonable node and realize scientificprogress management, is the problem in urgent need for the institute management. Thisstudy tries to apply critical chain method to the practice of management about researchschedule with detectors development.Critical chain is a new project management method developed on the basis of thetheory of constraint, which has been successfully applied abroad. Through comparisonwith the traditional network plan method, the study introduced the global systematicview of critical chain method, raised resource dependence relationship to importantposition equal to task logical relationship, put all safety time margins as a buffer toavoid the effect of psychological behavios and overcome the disadvantages of theoriginal plan management methods.The thesis also analyzed the three major delay causes of tasks, including theinfluence of the serial/parallel task, multitask, syndrome of students and the law ofParkinson’s syndrome. Then the enterprise culture and management system supportingcritical chain were introduced, such as the relay race type team culture, which is theimportant organizational behavior method, including support and acceptance ofexecutives, new incentive and performance evaluation mechanism, strong matrixmanagement, regularly report on the progress facts, resource allocation AB role, etc.After introduction to the aviation enterprise project plan management characteristics, forsingle project and multi-project management environment, this thesis constructed themanagement process based on the critical chain method. In order to better apply criticalmanagement method in practice, the study chose and tried to use a critical chainmanagement software AileCC, and the specific AileCC steps for single/multiple projectenvironment according to critical chain management were given.Finally, aiming at the original node type plan management in detector institute, this thesis analyzed the adjustments and changes needed to adopt critical chain management,such as clear logical relationships and task time determinations, according to themulti-project environment procedures of AileCC for critical chain management, whichlead to various detectors schedule management practice.
