At present, super highway, National and provincial arterial highway, ruralhighway three networks are formed in our country. With the highway mileageincreasing, highway maintenance management is being a heavy and pressing task ofhighway development. Subgrade is the main component of highway, whose strengthand stability has a strong relationship with the strength and evenness of pavementstructure and also determinates the pavement performance. Therefore, subgrademaintenance is particularly important in highway maintenance, but how to obtain thesubgrade working condition in time and make the subgrade maintenance plan is notclearly ruled interiorly.This paper aimed at building the National and provincial arterial highwaysubgrade maintenance evaluation system in Shenzheng based on the project "Highwaydaily maintenance engineering technical standards and reasonable expenses study", itis convenient for maintenance department to manage the subgrade maintenancethrough the reasonable evaluation on subgrade performance and the promptly forecaston subgrade maintenance quality. This article studied the highway subgradeevaluation index, target and the relationship between the target and subgradeperformance. National and provincial arterial highway subgrade maintenanceevaluation index system in Shenzheng was established. Based on the mathematicalstatistics, multiple regression and modeling theory,the Shenzheng highway subgradeevaluation model was built, subgrade maintenance data collection content and thecheck chart of data acquisition were formulated. The model was calibrated by expertsurveys, using the IAHP to determine the weight of each index of the evaluationmodel, which determined the model. Through the National and provincial arterialhighway subgrade maintenance evaluation model, forecasted the subgrademaintenance quality by using Winter linear in time series method and Seasonalexponential smoothing method, proper subgrade maintenance decision and measureand maintenance cost method were recommended for a reasonable fee of subgrade maintenance.
