Since the people’s republic of China has joined the WTO, China’s shipping companiesnow is facing intense competition from the whole world. In addition, the current Middle Eastturmoil, once again pushed the oil prices to a higher level. All these things drive the fuel coststo become the largest part in the shipping costs, and its proportion is constantly increased.Therefore, in order to obtain the opportunities in the fierce market competition, to maintaintheir competitiveness, control fuel costs has become the most important control of the cost ofshipping enterprises.Secondly, resource conservation, environmental protection is China’s basic nationalpolicy. The Transport Sector, which the ship transport industry belongs to, is an importantcomponent of constructing a resource-saving and environment-friendly society which isdescribed in the report of the18th. According to the relationship between the side of theship-driven features, the power consumption in proportion to the propeller’s speed of cubic,so the speed optimization can reduce fuel consumption extremely. Also we can significantlyreduce the journey time through the development of the best economic route, greatly reducethe shipping time and increase the freight turnover, helps to improve the shipping capacity.In conclusion, research on the optimal economical speed algorithm and its controllerdesign of the ocean-going vessel is essential to the establishment of China’s resource-savingand environment-friendly transport industry, also important to the business of shippingcompanies’ survival and development. It plays an significant role the of modern shippingindustry’s development process.
