With the rapid development of our national economy and society, water resourcesoverdevelopment and pollution problems become worsening day by day, the healthydevelopment of river ecosystem is hindered, and eco-environmental functions degenerates oreven lose. Solving the crisis of water ecology and environment as well as coordinating therelationship between economic society and ecological environment by utilizing rationalnon-engineering measures, has become an important way to ensure the sustainability of waterresource use and economic society development. Aiming at the water shortage and riverecological environment deterioration in Hun-Tai River basin, carry out the combineddispatching of reservoir group based on ecology, under the premise of flood control safety, toimprove the ecological environment quality of the lower reach downstream throughoptimizing water allocation by reservoirs dispatching and scheduling. And it is of greatsignificance to the sustainable development of economic society and ecological environmentin Hun-Tai River basin. The main contents of this paper are as follows:⑴Analyzed the water resources state and ecological environment problems in Hun-TaiRiver basin, aiming at the characteristics of water shortage and ecosystem degradation in thebasin, analyzed and calculated the minimum eco-environmental water demand according tothe season phases of the basin. The calculated eco-environmental water demand couldmaintain the basic morphology and eco-environmental functions of the river, and provide abasis to mitigate the negative effects that the water conservancy projects have on the lowerreach downstream ecosystem.⑵Analyzed the combined dispatching objectives as well as the water demand andprocess of production, life and other types in Hun-Tai River basin, and focused on the lawof the agricultural water use in the basin. And then based on the actual situation of the basin,established the simulation model of reservoirs combined dispatching in the basin, which considered the ecological factor. It provides a technology tool to research the reservoir groupcombined dispatching problem in the basin.⑶Considering the social and economic development level and the water environmentstate, and combining the reservoirs dispatching criterion in Hun-Tai River basin, studied outseveral feasible dispatching schemes. Based on determining various water-shortage indicatorsand target weights, utilized the multi-objective fuzzy optimization model to select thesatisfying scheme from the feasible schemes. And then applied the reservoirs combineddispatching model to simulate and analyze the reservoirs dispatching under the satisfyingscheme, which provides a reference for the decision makers to carry out the reservoir groupdispatching.
