Increase train running speed and guaranteed running safety is the important targetof the railway development. Train control system is the main technical means toguarantee the train running safety. Temporary limit speed as an important part of traincontrol system directly concerns the train running safety. Only the set of all temporaryspeed limits are100%correct, the safety of EMU can be guaranteed.For many years,the warning signs of tracks were confirmed by locomotiveattendant through observation. However,when train is operated under severe weatherconditions,e.g. raining,snowing,and fogging or during night,it’s difficult for theattendant to observe clearly and there comes potential safety hazard for train operation.During the construction of CTCS-2PDLs,CTC give the temporary speed limit order totrain control centers of stations.A technical solution of temporary speed limit isnecessary to determine the timing of temporary speed limit and to exchangeinformation with dispatcher effectively.In this paper we describes the research background,the significance of thetemporary speed restriction and the temporary speed limit control technology aboutdomestic and foreign. We also analysis the current temporary speed limit settingprocess. Thougth analyse the temporary speed limit invalidation fault tree, we identifythe problems of the existing temporary speed restriction proposed railway temporaryspeed limit of integration solutions. We design and develop the "Temporary speed limitsystem” to achieve a temporary speed limit use closed-loop control and closed-loopmanagement functions. Base on the original TDCS system,we develop a temporaryspeed restriction associated control database and temporary speed limit wirelesscommunication systems constitute a temporary speed limit system.In this paper, the integrated solution as now train operation monitoring device"security equipment redundant devices, provides a secure backup for the safety of therailway.
