With the rapid development of economy, our country has to import lots of crude oil from abroad. The crude oil import mostly depends on oil-tanker. At the moment, shipping market is in cold and the tariff is too low, but the fuel cost keeps high. So the energy-saving and environment friendly in the process of oil-tanker transportation becomes the important issue for many shipping enterprises. In2005, we and COSCO Dalian join hands to explore "Cargo Oil Heating Operation System", which has lasted several years and keeps optimizing continuously to meet the new situations.This paper is just the investigation of the project. On the basis of objective conditions in the actual navigation constitution, this paper uses the BP neural network algorithm to forecast cargo oil heating period, which is compiled by C#, and uses the heat transfer theory to analyze several most important elements that influent cargo oil heating period. This paper also preprocesses the inputted data to promote the precision of calculation, then calculates petrol consumption according to heating time. This paper has composed cargo oil heating software, which can be used for real operation in ships.The data this paper used all come from oil tanker shipping data of the LIANPINGHU, LIANANHU and LIANSHUNHU of COSCO Dalian from2006to2012, which oil tanker parameters are all the same. Through calculating, this paper finding that the relative error of heating time is mainly distributed in10%and the standard deviation is between3.5%and6.5%, the relative error of petrol consumption is in15%and the standard deviation is between5%and6%, then does the error analysis. At last, the paper puts forward the deficiency and improvement idea of the software.
