At present, energy problem get increasingly serious, and environmental problems has also became a more and more severe problem to our country, particularly, the scourge of PM2.5has endangered citizens. In2012, with the development of urbanization in our country, the numbers of city dwellers has got over rural residents, and the number of houses in the city is increasing gradually, creating higher numbers of heating area. In building energy consumption, heating energy consumption accounted for about a half of the total. The conventional network design of urban heat supply has been built and put into operation. With the growing area of the city, the bearing load of pipe network has been saturated. If the area of the city continued to expand, the problem of heat-supply in new residential building must be considered. Based on the heating status quo and development trend of urbanization in our country, this paper analyzes a way of the reuse of low-level energy.This article introduced the situation of recycle of waste heat and development situation at home and abroad, and also introduced the first kind of absorption heat pump and concrete form, working principle and system flow chart of the second class absorption heat pump. The absorption heat pump unit to adapt to the characteristics of network development has been done a detailed analysis. We reach a conclusion about the feasibility of absorption heat pump units in reusing the low-level energy of supply and return water. This paper also analysis the specific way of heat recovery of compression type heat pump and absorption heat pump. In addition, because some new housing may be nearby the thermal power station, this text proposed cogeneration for reference. According to scheme that the absorption heat pump reuse the low-level energy of supply and return water, this paper conpared the current evaluation index of energy--energy efficiency and exergetic efficiency. According to the efficiency to evaluate the quality of energy, this paper analysis the current station of large number of efficiency loss created by the large temperature difference of network and expounds concrete plans that absorption heat pump units can improve the utilization of energy.According to concrete situation of a new residential area in Jinan, this article puts forward three kinds of heating methods for district heating, the gas boiler, compression type heat pump or absorption heat pump using the low-level energy, ground source heat pump. This article compared the advantages and disadvantages of these three heating ways and calculated the initial investment and the annual operation cost.The genetic algorithm provides a new solution procedure and general framework for solving complex optimization problems to network of pipe. This paper analyzed the best applicable area and return water temperature to use the low-level energy of supply and return water of absorption heat pump in order to increase the city heating area. Finally we concluded that this scheme has great economic benefit and feasibility of implementation.
