Design And Realization Of The Monitoring System Of Public Security Bayonet Based On The License Plate Recognition Technology

In the recent years, with the development of social economy, the number of vehicles booms, while the traffic jam, the traffic disorder, and the reduction of traffic security coefficient have become increasingly-concerned livelihood issues. In order to build smooth, economical and environmental city system with order and safty, it is necessary to set up the monitoring system of public security bayonet based on modern information technology, such as computer networking technology, graphics and image processing technology, sensor and communication technology.The monitoring system of public security bayonet is able to record vehicle information all day, including the color, license number, speed, time, location and so on, achieving intelligent management and monitoring, relieving traffic policemen’s work, and improving management efficiency of traffic safty.This paper introduces design and realizationthe of the monitoring system of public security bayonet based on the license plate recognition technology, including:1. Introduce the main functions and models of the monitoring system of public security bayonet, including capture of vehicle, license plate recognition, speed measurement and over-speed snapping, detection of retrogradation, statistics of traffic flow, vehicle monitor and so on. According to composition features of character repertoire of license plate in our country, license plate recognition technology is summarized, focusing on license plate localization, characters segmentation and character recognition.2. According to traffic management business of public security in Gansu privince, the requirement analysis, design and realizationthe of monitoring system of public security bayonet are analyzed and concluded.3.combining the practical application, the monitoring system of public security bayonet is tested, as well as analyzing and comparing the results.The test results manifest that this system can satisfy the demands and achieve the good operating effect.
