Safety and quality are the topics on site during construction, quality can lead to security incidents, security also raised quality accidents. High quality completion of the railway construction, reduce the incidence of accidents, ensure the quality of construction, improve economic efficiency, which is the subject of railway engineering project management must be addressed, and is also a prerequisite for railway construction enterprise’s survival and development. Construction enterprises profit goals, sustainable development, improve strength and core competitive power of enterprises must be successfully established on the basis of quality and safety management.In this paper, the Shanghai-Nanjing Intercity HNCJZQ bid of construction management as the research object, comprehensive and systematic application of project quality management theory of project construction process control analysis. Through the theoretical views of the paper are:Goal Programming-risk assessment——the realization of the goal of process control, focus on the control and management of project risk evaluation and process. The key problem to be solved in this paper is:how to get the construction project quality and safety management success. First is the fundamental principle of the project safety and quality management, and then in the construction project of Shanghai-Nanjing Intercity Railway Engineering as the foundation and carrier, the safety and quality management theory to the railway construction practice in, with safety and quality management model construction process standardized, to achieve the project safety and quality management objectives.This study concluded that:"safety first, prevention first," constantly establish and improve the production safety automatic control system and measures, on the premise of ensuring safety, achieve the goal of quality, duration and value for money; strengthen project quality management, raise the level of engineering quality, guarantee the quality of construction projects, railway construction projects to better serve social and economic development services.
