Soil moisture conditions is an important limiting factor affecting the growth of agriculture and forestry in western Shanxi and even China’s north-western region, research of soil water characteristics are indispensable part of reasonable configuration the biological protective measures in slope farm-land. This paper selected4slopes as the research object in Loess Hilly Region in Zhongyang County, west of Shanxi province. Through a survey and experiments of the existing sloping land and their biological protection type, evaluating of soil moisture characteristic, to provide reliable technical theoretical to support for China’s ecological environment protection and improvement of agricultural productivity. In this paper, the author analysis the slope biological protection system, investigate the biological type of protection in different location, determine the soil physical and chemical properties, litter water-holding characteristics, the process of soil infiltration and water holding characteristics, put them into regression and factor analysis using mathematical method, establish and evaluate indicator system by using system analysis method and the method of Entropy. The results show that, in the first, the litter storage in different types of forest are Pinus tabuliformis> Populus> Black Locust> Shrub. The litter reserves and litter material thickness is positively correlated. The litter maximum moisture capacity are Populus> Pinus tabuliformis> Black Locust> Shrub. It shows that broad-leaved forest litter large surface area has strong water-holding capacity. The moisture absorption ratio are Black Locust> Populus> Pinus tabuliformis> Shrub. The litter modified interception amount are Populus> Pinus tabuliformis> Black Locust> Shrub Second, the saturated hydraulic conductivity of the soil on surface were decreased with increasing depth, and of which forestland>ridge> agriculture land>abandoned land. It had the significantly correlation ships with bulk density, non-capillary porosity and water-stable aggregates. It is suggested that the forestland, ridge, agriculture land should be deployed rational, and the abandoned land should be reduced. Then it will improve ventilation permeable characteristics and change structure of soil. Third, it is evaluated by using the method of system analysis and Entropy that the best soil hydrological characteristic of which is the slope named Shen Geda. It shows that woodland planting, management and protection should be strengthened, and crop planting should intercrop.
