QThis study mean to supervise and monitor the process of the essential medicinessystem implementation by project software and using the standard method tocompare the price before and after the implementation of the system, meanwhilemake a research about changes of sales volume and give some rational advices.MethodsThe implementation of the essential medicines system was supervised andmonitored by project software. Project management software used for projectmanagement is developed by Microsoft Company. It can monitor the process ofprojects and promote management efficiency.The standard method provided by Health Action Institution (HAI) was adoptedand Media Price Ratio (MPR) was used to analyze the prices of the essentialmedicines which were used by primary health institutions. The ratio is anexpression of how much greater or less the media local medicine price is than theinternational reference price, e.g. an MPR exceeding1means that the localmedicine price higher than the international reference price, otherwise lower thanthe international reference price.ResultsEssential medicine system is well implemented in Fujian province. Constituteof the actual use of essential medicine in Fujian province is similar as the NationalEssential Medicine List. The seventh drug centralized bid procurement work iscompleted ahead of schedule and the eighth is carried out smoothly. The networkplatform for the drug centralized bid procurement work is completed and put into use.Medicine zero spreads policy is spread out in70%of counties in Fujian province by the end of November30,2010. Medical insurance policy is well carried out andpersonal distribution system in primary health care institutions has achieved goodresults.The number of essential medicines is different in various regions. Most of theessential medicines had a decline in price and a rising in sales volume after thesystem implemented. And prices of small part of medicines are higher thaninternational drugs.ConclusionsThe project software using in the essential medicines area could monitor theprocess of implementation and define the target range and this integratedmanagement could improve the management efficiency. The number of essentialmedicines is different in various regions because of economical factors and the sizeof the primary health care sector. Essential medicine system is conducive to lowerdrug prices and to enhance the drugs sales volume.
