A Study Of Dilemma And Solution Of Guang-xi’s Rural Health Care Reform From The Perspective Of Basic Medical Service Equalization

The major mission of our society is all to share and widespread benefit the fruit of development. Undergoing the equalization of basic public services is the inevitable choice for the realization the goal that every citizen shares the achievement of development of our society. Since reform and opening-up, China’s economic and social development has achieved great success. However, some basic requirements relating to involve still troubled the general public,"a doctor difficult and high cost of always be the common people and lingering haze. The basic medical services is one part of the basic public service, so improving the basic medical services is the guarantee of improving the basic public service and the inevitable choice of building a socialism harmonious phenomenon in our social. At present, China’s social transition, influence the stability of the society and show a growth factor that kept "at’situation. At present the gap between urban areas medical service and that of rural areas is great. Not to mention the less developed rural areas is in severely short of medical sources, so the mission of lifting the level of those medical services is significant that the mission of undergoing the of Equalization basic public services is urgent.This paper is aiming at analyze and reserve the Medical Reform and progress of Guangxi to find out the main problem of health care in rural areas of Guangxi, such as the series of problems that caused by the basic medical services the government provides and the citizens enjoy are both partially. This paper finds out the reasons of these problems and provides some solutions to solve them so as to achieve the goal of the equalization of basic medical services finally.My research tools are the theoretical principle of equalization of basic medical services. Which includes The public goods theory; performance and fairness theory; theory of the second best, etcetera-Equalization means average and fairness. Equalization of basic medical service means government must provide its people new standards of basic medical services in different periods. At the present stage it may provides roughly equalization of basic medical service, and finally equalization of basic medical services will be unanimously fare.So the equalization of basic medical services at present has these features:relativity; administrative level; regional features; urban rural equalization; equalization of different areas.The research approach of this paper includes:data analysis method; comparative analysis method and system analysis method. In this paper we reach the conclusion that to employ such research tools and approach, and to use the process of basic medical service in Guangxi as the research and analyze object while comparing the progress and development of foreign country’s medical services.According to the our country’s basic condition and state, I summarize a series of solution to improve the equalization of basic medical service which also can be use in other less undeveloped rural areas in our country.
