Since China is a country with the majority of the rural population, firstand foremost is the solution to rural residents’ health problems,in order tosolve the problem of China public health population. Township health centersare important parts of the rural three-level network of health services,and playa pivotal role in country hospitals and village clinics They act as the importantproviders for medical treatment, prevention and health care service. Thegovernment has increased the new investment for township health centerssince health care reform was launched in2009, so the vast majority ofhospitals have achieved the standardization of construction. A performanceevaluation system needs to be built for scientific, correct and effectiveperformance evaluation of the hospitals that have been built and put into use.The results of performance evaluation can not only be the important tools andmethods for project supervision and management, but also reflect theefficiency and effectiveness of government investment and reduce the risk ofthe project investment.Objective: To establish a set of scientific, feasible and replicableevaluation index system to evaluate the new infrastructure projects of healthclinics in town and townships.Methods: Delphi experts consultation method was employed and expertswere identified in accordance with the related knowledge on the subject; theindex system to be predicted and background materials were provided to thescientists who would then evaluate these indicators for their scientific nature,comparability and operability. Advice and feedbacks round by round werecollected from experts to conduct a comprehensive processing and statisticalanalysis. Results: The Delphi experts consultation method was used to selectexperts, representatives in charge of infrastructure projects in provincial,municipal and township health clinics and three-level township health centers.The evaluation results showed that the experts’ positive coefficient was94.4%in the first round and100%in the second round, which were significantlyhigher than general response rates of40%~50%in Delphi method. Theexperts’ authority coefficients of four first-class indicators obtained from theresearch, namely, outcome indicators, impact indicators, efficiency indicatorsand performance indicators, were0.86±0.11,0.84±0.09,0.93±0.07and0.90±0.07, with a total of0.86±0.08. Authority coefficient over0.7in Delphiexperts’ consultation method indicated a higher authority and reliability.According to the statistics in the second round, mean indicators of theoutcome indicators, impact indicators, efficiency indicators, performanceindicators and overall mean value were8.94,8.83,8.78,9.00and8.89respectively; full marks frequencies were0.727,0.717,0.721,0.718and0.720respectively; coefficients of variation were0.0313,0.0323,0.0325,0.0320and0.0320respectively; all showed a large arithmetic mean value and a largefull marks frequency as well as a small coefficient of variation, whichindicated high reliability and validity in the constructed system. Outcomeindicators, impact indicators, efficiency indicators, performance indicators andthe overall coordination coefficients were0.93,0.89,0.92,0.87and0.90respectively;X2values were36.7,34.2,35.8,34.1and34.8respectively;P<0.05. The statistical results showed that after two rounds of expertconsultations, the coordination coefficient of expert advice was higher, whichfurther proved results of this study had a very high reliability and validity.Conclusions: The performance evaluation index system for the newinfrastructure project of the township health centers in this study werescientific, authoritative and representative, and had high reliability andvalidity as well as strong operability and practicability. It is of importantsignificance and value for evaluating the new infrastructure projectsscientifically, correctly and effectively.
