Drug as a kind of special commodity, affected by many factors in currentprocess，its final use is also related to the healthy survival and developmentabout broad masses of the people.With the pharmaceutical industry’s development and the new medical reformadvancement, various types of medical accidents and drug safety accidents havehappened frequently, drug safety management more and more gets the attentionof numerous people, It becomes to medical workers’ primary task about howto effectively prevent the medical and drug accidents, improve the people’smedical security, at the same time it also tests the ability of the government.The hospital contains three elements: medical workers, patients, drugs,drugs as the primary factor of hospital, play a vital role, it could be saidthat drug quality determines the quality of hospital.2006, Xinfu accident,Anhui Huayuan biological pharmaceutical limited company didn’t referencestandard in the process of wiping bacteria, arbitrarily reduced thesterilization temperature, shortened sterilization time, increased thesterilization cabinet loading, affected the sterilization effect, it leadedto11deaths who injected Xinfu. Similar drug safety accidents still have alot, more and more pharmaceutical safety problem caused the attention ofmajority of the public,how can safeguard people use medical safety, ensurethe health of body and mind, become the hospital staff and health unit’sprimary responsibility. In response to this series of drug safety issues, relevant statedepartments also put forward corresponding measures, in2004the SFDA reviewand release 《adverse drug reaction reporting and monitoring managementapproach》, in March2010the Ministry of Health issued notice about printingand distributing《management practices about prescription comment of hospital(for trial implementation)》, in order to improve prescription quality,promote rational drug use, ensure medical safety, hospital take practice ofprescription evaluation system. These systems play a good effect, but alsohave the corresponding problems, such as adverse reaction’s monitoring is nottimely, relevant adverse drug reactions are not clearly defined, prescriptionevaluation system is not perfect, it costs the hospital manpower larger,andso on. This needs hospital workers implement the related policies and system，at the same time, continuously improve the present drug safety managementmodel to establish more perfect, more effective system. Because the positionwhich the drugs play a major role is in hospital, so which the hospital drugsafety management to achieve the lowest risk can effectively curb theoccurrence of safety accidents, to guarantee people’s safety.This paper focuses on the research on the drug safety management modewithin the scope of hospital, the medicine circulation as the main line,through follow up and evaluation the present drug safety management mode suchas prescription evaluation system for, put forward the shortcomings andimprovements, and the new hospital safety management mode on the basis of theactual situation, finally get the conclusion that we should strengthenmanagement from the system and personnel training in two aspects, to ensurethat drug safety use within the scope of the hospital, to safeguard peopleuse medical security, validity.
