Research On The Human-Oriented And Scientific Development Of Community Health Service

The17^th of the Party’s Report pointed out that, we should propelssocial structural reform continuously, expand public services, improvesocial management and promote social equity and justice, strive to provideeducation to learners, remuneration to workers, medical treatment to thepatient, pension to the old, houses to all people, to establish a basic healthsystem, and improve their healthy. Community health service is thefoundation of the Public health and basic health of city. It is also the way torealize inhabitant’s health care instruction.Recently, China’s urban community health services has been rapiddevelopment, it is an important part of health work. At present, more than98%of the prefecture-level cities,90%of the municipal districts and anumber of county-level cities carry out the urban community health service,but our community health services still have many difficulties and theurgent need to resolve the problem, such as: unreasonable allocation ofhealth resources; general lack of medical personnel; funding shortage; themasses see your doctor, etc. By researching and analyzing on the problemsand causes of our country’s community health development process，thenput forward corresponding countermeasures and suggestions to promote thehealthy and stable development of China’s community health services, toease the burden of medical expenses, the establishment of a harmoniousdoctor-patient relationship, and building a harmonious society has animportant significance.This paper first describes the community, community health services,basic theory and its macroscopic meaning, while through the introduction of the foreign community health service development experience, sum upthe revelation available for our community health services, and propose theidea of a "human-oriented" is very important in the development ofcommunity health services. Second, it introduces the status of communityhealth services, the problems, and analysis its causes, then point out that thecurrent community health services primarily by the following five aspects:the lack of adequate government support; a serious lack of generalpersonnel; residents lack of understanding of community health services;two-way referral system needs to improve; the concept of"human-oriented" services need to deepen. Finally, through analysis theproblems of our community health services, this paper proposes some ofthe corresponding solutions for the sustainable development of communityhealth services, with some workable recommendations andcountermeasures. Mainly contains the following aspects: increasinggovernment spending, innovative care delivery model; to carry outsustainable development of qualified personnel; the establishment ofcomprehensive and coordinated development of community health services;deepen the concept of human-oriented community health services,innovation management models.In summary, to implement community health services in healthdevelopment, not only need by rationalizing the management system,improve management practices, but also need strong support andparticipate by the government and social organizations, to speed up therelation legal system and strengthening community health organizationsand contingent, deepen the concept of "human-oriented" services, in orderto achieve the scientific development of our community health services.
