Research Objectives: On the basis of field investigations andtheoretical studies; this thesis is trying to comprehend the current situationand existing problems of the Basic Medical Care and Public Health Caredevelopment of Chongqing Traditional Chinese Medicine, as well as therelevant factors that influence the development of fundamental Chinesemedicine; and to explore the development strategy of promoting Chinesemedicine in the Basic Medical Care and Public Health Care.Research Methods: This study is a sub-project of 《The12th5-Year-Project of Chinese Medicine Industry Development StrategyFocuses and Policy Researches of Chongqing》and intensely paid attentionby the Chongqing Municipal Health Bureau. And this study is researchedby methods of correlated document study, questionnaires, interviews,expert meetings, SWOT analysis and statistical study, etc.Research Results:(1)the attention paid to the development of the pharmaceutical industry by the governments at all levels and relevantdepartments is not enough, focusing too much on Western Medicine andLess on Chinese Medicine, and the medical care standard in rural area isdrastically surpassed by that of the urban cities;(2) the implement of theChinese Medicine policies is not thorough, lacking of support had a seriousimpact on the development of Chinese medicine on the fundamental level;(3)shortage of medical resources in rural areas limits the provision andapplication of Chinese medicine;(4) the inadequate compensation ofChinese medicine services has led to a significant loss of Chinese medicinehuman resources;(5)the publicity of Chinese Medicine is not in place,non-standard market operation and erroneous understanding of Chinesemedicine has destroyed the image of Chinese medicine among the people;(6)Lacking of traditional Chinese Medicine high-end leading experts andinsufficient Chinese Medicine doctors in the small communities and ruralarea leads to the underdevelopment of the Chinese medicine on thefundamental level.Policy Recommendations: To target on solving the problems of thedevelopment of the Chinese medicine services on the fundamental level,the measures are need to be taken to promote the of Chinese medicineservices development on the fundamental levels in the following aspects:(1) reasonable identifying, complementary advantages, mutualdevelopment;(2)emphasizing more on Chinese medicine, increasing government investment, improving the economic compensation measures;(3)strengthening supervision and management, regulating medicalservices;(4) implementing incentive policies to encourage the Chinesemedicine professionals to improve the fundamental situation;(5)popularizing the appropriate technology of Chinese Medicine to improvethe application of Traditional Chinese Medicine;(6)enhancing theapplication of Chinese Medicine in the field of Public Health;(7)focusing more on publicity of Chinese Medicine to popularize theknowledge of Traditional Chinese Medicine.Innovations:1. To analyze advantages, weaknesses, opportunities and threats ofChinese Medicine in Basic Medical Care and Health care with the SWOTanalysis, and to raise various development strategies by analyzing variousfactors2. Covering a wide range and comprehensive aspects of this field byaiming at the operation of both the supply and the demand of Chinesemedicine in the Basic Medical and Public Health.Deficiencies: This topic is on the whole of the research of theChongqing municipality of the basic medical and public health in thedevelopment of the traditional Chinese medicine and its policyrecommendations, involving a wide rang, but many ways are not enoughrefining, and needs further study. Because of human, material and financial resources, geographicalenvironment and traffic restrictions, we selected only8districts toinvestigate, not survey the whole districts of Chongqing, and mostlyconcentrates in the urban, the rural and remote areas are involved less.Significances: To improve health service accessibility and popularityof Chinese medicine, to promote the development of urban communityhealth service centers and township hospitals, to reduce the medical burdenof the residents, to alleviate the problem of "unaffordable medicine,unreachable medical care" to promote the establishment of a harmonioussociety.
