| National government provides urban and rural residents with essential public healthservice for free of charge, which embodies the policy of governing for the people andimplementing the "prevention first " and reflects the long-term and fundamental systemarrangement. It is the important measure to retaliate the target: health for all.ObjectiveEssential public health services are a social system project which involve a wide rangeof heavy task, policy and need long-term implementation. The problem of essential publichealth services meeting is not a technical but a social problem and it is very difficult toachieve the desired policy goals only by the health sector, so it is necessary for requiringthe participation of the government, the education sector, the Civil Administration,women’s federations and other relevant departments and organizations, Only by mobilizingall power, integrating social resources can we promote effectively the equalization ofessential public health service. To provide policy recommendation for the optimization ofmulti-sectoral cooperation strategy, and to enhance the supply capacity of the essentialpublic health services and its utilization efficiency by In-depth investigationMethodsThis research mainly combined qualitative and quantitative research methods, theformer includes the literature research, deep interviewing with person in charge in differentdepartments and logic inference, and the latter mainly involves questionnaire survey andstatistics descriptive and statistical analysis method.(1)Literature analysis Consult andsummarize the relevant theoretical and practical experience of multi-section cooperation inessential public health service at home and abroad on, provide theoretical basis andexperience for the study;(2)Site investigation Investigate the situation and existingproblems of multi-section cooperation in essential public health service in the sample areasthrough a questionnaire survey and interview;(3)Descriptive statistical methods Describethe questionnaire survey data through descriptive statistical analysis method;(4)Logical reasoning The study explores the strategy of multi-section cooperation in essential publichealth service on the basis of literature review and field investigation, and finallyconstructing the proper multi-sector cooperation framework.ResultsThe study found that in sample areas, health sectors had a strong desire to cooperate,but other sectors were relative lack of willingness to cooperate and the cooperative effectwas dissatisfactory during the cooperation process between health sector and localDepartment of Education, Women’s Federation, the Financial, Public Security Bureau aswell as Family planning and other departments for the purpose of implementing essentialpublic health services project better. The reasons for it are weak cooperative awareness andlack of sharing information among different sectors, lack of matching funds and standardrules or regulations, as well as defective multi-sectoral cooperation mechanism.ConclusionsTo effectively promote the cooperation among various departments, all departmentsmust establish the concept of "social health" to improve the sense of cooperation; andGovernment should play an important role in setting up a regional public informationsharing platform to realize the information resources shared among sectors,the funding forthe supply of essential public health services must be guaranteed, strictly regulating thesupervision and management of funds; optimizing the multi-sectoral cooperationmechanisms, promoting cooperation in the normalization. |
