Research On New-type Rural Cooperative Medical Treatment System Under The Background Of New Medical Reform Plan

Ministry of Health of the People’s Republic of China issued The Suggestions on theEstablishment of New Rural Cooperative Medical Treatment System on January10th,2003, which opened a new chapter of medical and health development in the rural areas.The suggestion pointed to establish the new rural cooperative medical treatment system"(NRCMTS for short, except for policies below,) and NRCMTS is defined as the ruralbasic medical insurance system mainly for serious illness medical expenses, individual,collectivity and the government co-financed, which is organized and managed andsupervised by government and rural residents participate voluntarily.As a livelihood project, the NRCMTS is an important part of medical care in ruralareas, which directly relates to hundreds of millions of farmers’ health and interests inChina, and its development not only brings in an important significance in balancing theurban and rural development, the moderately prosperous society and harmonious socialistsociety establishment, but also a practical and far-reaching significance under the newHealth Reform Program to strength the rural health system, and enhance the healthintegrated reform and comprehensively promote the construction of new socialistcountryside.The thesis discusses the NRCMTS under the background of new medical reform tostudy its status in Songjiang district, Shanghai by many ways from the aspects as follows:Firstly, analyzing the NRCMTS policy. By sorting out the NRCMTS policydocument in China to have a clear understanding of the history of rural cooperative medical system, the NRCMTS basic nature, institutional framework and basiccharacteristics is revealed, which provides a theoretical basis and support for improving theNRCMTS.Second, the New Health Reform Program and the establishment of NRCMTS. Afteranalyzing the New Health Reform Program in2009, sorting out the relationship betweenthe New Health Reform Program and the NRCMTS, that is, the New Health ReformProgram is an improvement and adjustment to the NRCMTS, and the fully understandingthe logic relations between them offers the prerequisites to the following study.Third, empirical analysis on the NRCMTS in Songjiang. Through data sorted andSurvey methods, a descriptive statistical analysis about the NRCMTS in Songjiang Districtis made and then summarized.Fourth, the Implementation effect analysis of the NRCMTS in Songjiang District, bymeans of AHP and Fuzzy Synthetical Evaluation and other methods of quantitativeanalysis, to evaluate the Songjiang s NRCMTS: the successful experiences are summed upand the problems are found out with reasons by deeply analyzing.Fifth, optimize the NRCMTS. Based on the optimize principles and the outline, takingfull account of2011New Medical Reform Plan in Shanghai, focus on the funding andcompensation levels to establish appropriate financing and compensation standards ofSongjiang District NRCMTS with theoretical and practical proving.Finally, countermeasures to improve NRCMTS. Combined Shanghai s specific ofeconomic and social circumstances with problems above, some measures are proposed tofurther optimize the NRCMTS in Songjiang District.
