In October2002, China formally established objectives, to establish "seriousco-ordination based new rural cooperative medical care system". The pilot began in2003, some counties (cities) to implement the new rural cooperative medical care, thebasic realization of the national coverage of rural residents by2010. LiaoningProvince by multi-study research in2005began to implement the new ruralcooperative medical system. The time of the six years of reform, from the number ofinsured, the participation rate, premium pay has greatly improved the medicalconditions of rural residents has also been greatly improved. However, due to theincrease of the insured, the increased degree of aging and other factors, medicalinsurance expenses also increased significantly in the reform process has beenimproved, but the satisfaction of rural residents is still low.As due to asymmetric information between the supply-side government, as wellas the demand side of rural residents, resulting in funds is not a good use ofsupply-side waste, the demand side, but lack of effective and timely support andassistance. Liaoning Province, the "new rural cooperative Operation Status modeledon the theory of statistics, economics, health insurance and data processing software,from the level of GDP growth, fiscal revenue and financial payment and other factorsto analyze the government as the main from the farmers point of view, the fundingside of the new rural cooperative financing; from the farmers’ per capita net incomeand fund-raising will analysis the influence of various factors on the new ruralco-financing; re-analysis of the collective organization of economic impact to the newrural cooperative financing, and then the the next50years, Liaoning Province, thenew rural cooperative funding situation given forecast. Based on the conclusion of therelevant recommendations to solve the problem, including the propaganda work,improve the reimbursement process, to improve the basic conditions of medicalinstitutions in rural areas and to establish an effective management and supervisionmechanism, with its help the demand side, supply-side to strengthen informationexchange and effective solution to information asymmetry arising from the improperuse of funds so that rural residents could feel that the benefits brought about by the"new rural cooperative, no longer because of the" difficult and expensive,"which led to the right to life can not be guaranteed.This paper is divided into five chapters. The first chapter introduces the conceptsand theories of the NCMS, including equity theory, public goods theory, adverseselection and moral hazard theory and the "law of large numbers" theory. The secondchapter introduces the Liaoning Province NRCMS farmers Participating farmersbenefit from the situation and funds, financing and current problems, including thelevel of funding differences in each region, a weak awareness of farmers’ insurance,adverse selection, serious, irrational financing and voluntary insurance fund-raisingscale. The third chapter from the three perspectives of government, farmers andcollective economic organizations to analyze the various factors of Liaoning Provinceagricultural co-financing. The fourth chapter is to make a forecast for the next50years, Liaoning Province, the NCMS. Chapter V in accordance with existingproblems, improve, Liaoning Province, the new rural cooperative funding mechanismgiven in the relevant policy recommendations.
