To promote equalization of public health servicesnot only means to promote health equity, but also promote social equity. According torequirements from The New Health Reform Plan that it is the main way to achieve thethe equalization of basic public health services by providing the national standardbasic public health services for free to the urban and rural residents and implementingmajor national public health programs. While the realization of basic public healthservices equalization needs the sound finances support mechanism by government asthe conditions. Therefore, the study of financial mechanism innovation is the basicwork to promote the equalization of basic public health services.Shanghai is one of the largest economic center cities in China, public healthservice system is more comprehensive than other regions, and the thesis selectsShanghai as a case study to start the study on its financial support mechanism of theequalization of basic public health services. This study contents as follows:First, the meaning of the basic public health services is defined in the line ofactual situation of Shanghai and to make sure the measure standard of basic publichealth services equalization;the second is a clear description of Shanghai equalizationof basic public health services and financial support status, including its achievementsand the problems, through a large number of social surveys, interviews, collection ofstatistical data of government departments and quantitative analysis and qualitativeanalysis; the third is thinking on improving the financial support mechanism of basicpublic health services in Shanghai on the basis of acknowledge of the status of basicpublic health services equalization and its financial support mechanism; The fourth isthe estimation of fund investment the in need within the next five years in basic publichealth service of Shanghai so as to provide policy support for all levels of government in funding basic public health services; The Fifth brings out a complete set offinancial feasibility of countermeasures to improve the financial support mechanismby drawing from foreign advanced experience and other region, combined with theoverall status of basic public health and economic development of Shanghai.The innovative points of this thesis are in:First, by using of variousquantitative methods, the analysis of the basic public health services equalizationstatus in Shanghai is from aspects of urban and rural areas,from between regions andtheir people and many other point of view;Second, policy proposals for the.financialsupport mechanism is brought up from the starting points of respectively the structure,direction of financial investment, funding mechanisms and performance evaluationsystem of the equalization and so forth.
