Public health emergency processing departments make emergency plans through the information of emergencies and emergency support resources. They position health emergency resources accurately to guarantee effective resource calls and decision implementation. However, a lot of information islands exist because of the fragmentation among health institutions and lack of effective integration of emergency resources. Therefore, how to realize the health emergency resource data sharing becomes a serous problem that public health emergency work should solve immediately.Hence, the paper first researched on the organizational forms and flow characteristics of health emergency data, and then established the organization structure relationship of emergency data among health institutions at all levels. On this basis, using GIS technology and network communication technology, the thesis proposed a health emergency data exchange middleware model to achieve highly efficient data exchange and information sharing among multiple health institutions.The paper solved the following three key technologies in the process of model construction.1) It achieved the conversion of data with heterogeneous sources using model-based data conversion method through the study of bidirectional mapping method between XML and database;2) Using middleware technology based on message queue model, it accomplished data asynchronous in complex network and secure communication by shielding the difference among data exchange environment so as to establish organic relationship among multiple databases.3) It figured out a rule-based signal words segmentation matching algorithm to improve efficiency of address matching with the usage of segmentation and matching at the same time. Address matching technology achieved effective management of business data and geospatial data, and thereby provided visual operation of emergency resources with data service. The thesis validated the application of model mentioned above using health emergency system of Zhejiang Province. Pratice showed that the model established data exchange mechanism of health institutions at all levels through unified data definition, coding and standard for data conversion. Moreover, it ensured the efficient call of emergency resources and improved the efficiency of emergency decision-making process which provided a feasible method to realize public health information sharing.
