Medical and health work in rural areas is the focus of our health work, which is related to the development of rural areas and farmers’ health. Rural medical institutions which are medical services providers in rural areas, plays an important role in rural areas the people’s physical and mental health. There are many problems in China’s rural medical institutions due to historical reasons, such as the lack of government investment, the medical environment and medical equipment are backward, the overall quality of rural health personnel is low, the comprehensive service ability is insufficient, poor public health and health education and the lack of government supervision. In2009developing the basic drug system and basic medical and health institutions, as an important content, has been included in the new medical reform.Theoretical study and empirical research were both used in this paper. Theoretical data came from Shandong university library, including the changes before and after the reform of rural medical and health institutions in the human, financial and material resources. Survey data is from investigation on the running mechanism of Shandong Province rural medical and health institutions which analysis health human resources, the medical service, Investment in health and the New Rural Cooperative Medical about samples of health institutions from2008to2011. The specificcontents are as following:(1) Described changes of rural medical investment, health human resources, health service and input-output before and after the health reform.(2) Analysis of how the medical reform affects the health service system, New Rural Cooperative Medical and the Basic Drug System.(3) Analysis of main problems of rural medical institutions.(4)To provide policy for the development of rural health.The major finding of the study are as following:(1) Personnel quantity and service ability of rural basic medical and health institutions improved, but the class three medical and health institutions are unbalance, township and village health institutions service ability still cannot meet the actual need.(2)Rural basic medical and health institutions get more financial input, especially the public health investment increased considerably in the township hospital, but the government still put the focus on the County hospital, township,(3) Income and expenditure of rural basic medical and health institutions have a larger increase.(4) New Rural Cooperative Medical,which is one of the important measures of the new medical reform, is playing a more and more important role in reducing the disease economic risk,but the current township hospital ability should be strengthened.(5) Status of township hospital as subject of medical and health institutions has been strengthened because of the Essential Drugs System and the Dasic Public Health Service System.The main conclusions of the study are as following:The Medical Reform has played a positive role in health manpower, financial investment, health service.
