ObjectiveBased on a comprehensive understanding of implementations of essential public health services in Hebi City, it has been analyzed its implementation effect, existing problems and influencing factors. The feasible suggestions and policy basis for government were provided and improved basic public health services.Methods1. To collect the relevant literature.2. By collecting essential public health services project documents, reports and statements of work and other relevant information of the Hebi City, it has been statist iced it’s funding for basic public health services funded township hospitals, community health service centers and population health human resources, etc. To understand the task completion of essential public health services in Hebi City.3. Based on "The2012annual essential public health services project performance assessment content and standards of Henan Province" on-site performance assessment.Results1. There are158million people in Hebi City including112million people of rural population and46million people of urban population. Funding for basic public health services of13.8288million Yuan from2009up to36.7million Yuan of2012, an increase of22,891,200Yuan, Project funding per capita from2009to20129.44yuan23.23yuan. All levels of financial allocation have been increased.2. The human resources for health were shortage. The general practitioners, Chinese medicine and public health physician of primary health services were lack. The senior staff, undergraduate and above personnel fewer were fewer.3. A total of145.37million urban and rural residents had established health records, archiving rate92.01%. Children (aged0-6years) health management archiving rate was94.56%, maternal health management archiving rate was94.60%. Elderly health management archiving rate was93.80%. The management of patients with hypertension rate of93.27%. Diabetes management rate was92.21%. Severe mental illness management rate was93.45%.97.34%vaccination coverage and timely reporting of infectious disease reporting rate can reach100%. Free premarital rate of44.25%.4. The Basic public health services in Hebi City have made some achievements, but there are still many deficiencies. From the inspection situation, basic public health services of the ubiquitous information management are not standardized, incomplete records or none.Conclusion1. The Hebi city funding for basic public health services lag due Statistical Yearbook, demographic change has resulted in uneven distribution base; to a certain extent hindered the essential public health services carry out the project.2. The human resources in public health were lacking. Primary health services less the total health personnel, lack of senior professional titles and bachelor degree or above, the overall quality is lower. Personnel structure is irrational, the uneven distribution of personnel, lack of practitioners, general practitioners and public health physicians and other professional and technical personnel.3. The basic public health services in the "quantity" have achieved remarkable results in the "quality" but there are still some problems. Prevalence of primary health care institutions raw data records were incomplete, or imperfect, not standardized, and focus groups too few or no physical examination items and so on.
