In recent years, with the frequent cooperation and exchange between our country and foreign countries, a new educational mode is raising gradually. It is the mode of Sino-Foreign Joint Higher Education program which is established in higher educational universities. By cooperating with foreign countries such as Canada, the mode, Sino-Foreign Joint Higher Education Program aim to introduce foreign high-quality educational resources, and rapidly improve our teaching research proficiency. Sino-Foreign Joint Higher Education Program, the new educational mode aims to introduce foreign high-quality educational resources to our teaching institutions. Not only can it make students fully use high-quality educational resources, but also rapidly improve our learners’foreign language communicative abilities, including listening, speaking, reading and writing. The program which is to cultivate innovative talents who can adapt themselves to international competition and challenge require higher demands for their foreign language level. Moreover, with students and teachers’exchanges, Sino-Foreign Joint Higher Education Program has become an important form of international cooperation and exchange.This paper aims to analyze the overall English learning needs of sophomores who have enrolled in Sino-Canadian Joint Education Program on the basis of the theory of Needs Analysis. Questionnaire, interview and literature analysis are used for the research. Students’basic information and questionnaire of needs analysis are included in the case study. Firstly it makes a survey on students’background information which consists of five parts:age, family condition, high school rank before entry into college, expectation for English skills and time per day spent on English. And these factors all have impacts on students’English learning. Secondly, seven items are included in the questionnaire and analyzed comprehensively order by order. Learning motivation, learning attitude, learning strategy, course design, classroom activities and difficulties in learning and target language proficiency are detailed parts of needs analysis.The results show that the students’English proficiency is still low which is far away from the demands of the program. The reasons are as follows:at first, the students themselves and their family condition all have an impact on English learning; second, in Sino-Canadian Joint Program, English learning condition such as course design, teaching environment, and foreign teachers’teaching ability and their teaching methods etc. are not satisfied with students’English learning needs. According to the students’characteristics and the shortcomings of the program, the author provides some implications for teachers and several suggestions for students of the program. Teachers should guide students to establish a correct sense of English learning, enhance the authenticity of language input and improve its form, emphasis on language output and improves its quality and increase exchanges between domestic and foreign English teachers. Students should make full use of current learning resources, such as foreign teacher resources and advanced teaching settings.The study firstly aims to offer some practical suggestions for the learners’English learning in the background of Sino-Foreign Joint Higher Education Program; and secondly is aimed to provide certain scientific data for the reform of English teaching of the new educational mode, and is of importance to cultivate English talents.
