It needs a lot of manpower and material resources to safeguard thenational order’s normal operation, such as officials, laborers who work at nationalengineering,.Food rationing system is the state provide daily necessary food for thesepeople or institutions who work for it.By the state finance is responsible for the food rationing object have official,peon and animal husbandry, military service and their families, the elderly and othersocial groups.
