Based on the theory of "rhetorical situation" of Lloyd F. Bitzer, the paper revolves the three key words of "rhetorical situation", describes the formation cause of the text and literary style of the rescript for penitence, the recipients and their reception characteristic of the rescript for penitence,the constraints which affect the Textual construction of the rescript for penitence."Events" is the cause of the text of the rescript for penitence, in history many of them produced stemmed from natural disasters or social messes. These abnormal things turn up frequently in ancient. At the same time, these events usually vivid and strong, which guide the emperor make appropriate action. Under the influence of the two factors, this politics traditionally passed from generation to generation, and the literary style of the rescript for penitence finally be created."Audiences" are recipients of the rescript for penitence, including providence and people. Considering the hierarchy in feudal society,these people can be divided into four groups:officials, intellectuals, military and civilians. In Chinese ancient political culture, these recipients have shown their different reception characteristics in the rescript for penitence, which leading to their diverse responses.The "constraints" of the rescript for penitence mainly consist of Chinese national culture, beliefs, the enacting political motivation and social facts of the rescript for penitence.
