The National Policy And Its Characteristic Of Song Dynasty In Hunan Region

With the rapid development of the Song Dynasty in Hunan Region in thesocio-economic, the Song Dynasty began to strengthen the rule of Hunan Region.Since ancient times,Hunan Region was one of the most important ethnic minorityhabitation among the whole country,ethnic minority issues was quite conspicuous inHunan Region.In order to get a better charge in Hunan Region, the Song Dynastyhave to handle ethnic minority issues in an efficient way.On the issue of Hunan ethnic minority, the Song Dynasty,on the one hand,learned the valuable experience from the other dynasties governance minorities,maintenanced the law of bridle, on the other hand,it was good based on the front, andfocused on the development of ethnic minorities practical.Under the premise to ensurethe stability of the ethnic minority areas, the Song Dynasty innovatived the way ofdealing with minority issues, and strengthened the rule of the minority areas.Firstly,this article introduced the distribution of ethnic minorities and thedevelopment of socio-economic of the Song Dynasty in Hunan Region. Through thedescription of the distribution of ethnic minorities,it shows where the center of gravityof the Song Dynasty to formulate national policy; Through the description of theminority socio-economic, it illustrates why Song Dynasty to formulate nationalpolicy.Secondly, this paper focused on introducing various national policies which weretaken to deal with ethnic minority issues.It was writed from the aspect of political,economic, cultural, military, policy measures,including appointing officials anddifferentiating function to strengthen the control, opening up the distriction of theethnic minority and dominating ethnic minority, setting up bridle city,paying attentionto scottare,and respecting custom and appointing the chief of the ethnic minority;economic measures, including improving the land system, differentiating taxe levyand developing frontier trade; education cultural measures, including the pursuingschool education and implementing religious probation; military measures, includingstrengthening force and guard, building city and fort,and putting down ethnicminority. The role of political measures and military measures is the most obviousmeasure in these four measures, the article focuses on the object. By the study of thesetwo measures, the paper strive to reflect the content in breadth and the real terms indepth of the national policy of the Song Dynasty in Hunan Region.Finally, through analysising national policy of the Song Dynasty in Hunan Region,the essay summed up the most representative characteristics in the nationalpolicy.These characteristics included administering ethnic minority by respectingcustom, enlightenment, making use of extermination and pacification by payattention to the pacification, making use of guard and use by pay attention to theuse.These characteristics which represent the main content of the Song Dynasty in thenational policy are distinctive and prominent. By research the characteristics ofnational policy, it demonstrated not only the important role played by the nationalpolicy in dealing with the Hunan minority issues, but also the the significant meaningof national policy for the court ruled in Hunan Region.
