Between April and July in1994, there happened a genocide that shocked the world in Rwanda, just three months, nearly one million people were killed. At that time, the international community, including the United Nations failed to take timely measures to carry out the intervention, led to disastrous consequences.Rwanda’s ethnic problem had a long history. In fact, the cruel rule of the modern Western colonizers and the racial segregation policies already buried the fire of ethnic conflict in Rwanda, after independence, the wrong ethnic policy of the two governments of Rwanda made the situation worse, and finally broke out the Rwandan Genocide. After the Genocide, Rwanda’s newly established Kagame Government taken a series of measures to promote national reconciliation, in order to prevent a repetition of historical tragedies. After ten years of efforts, the national reconciliation in Rwanda has achieved some successes, but the full realization of national reconciliation, because of the long-term accumulation of ethnic issues, and is difficult to eradicate in a short time, so the road is still very long. Through the analysis, this paper points out that solve the Rwanda’s ethnic problem, the core issue is the economic development probem, it is directly related to national reconciliation whether can be achieved and consolidated.
