Chen Kuilong rose in the domestic trouble and foreign invasion in Late Qing Dynasty.His career as a governor was between1901and1911. He successively held the Governor ofTransporting Grain by Water, the Governor of Henan Province, the Governor of JiangsuProvince, the Governor of Huguang Area, and the Governor of Zhili Province. As apractitioner of New Deal in Late Qing Dynasty, Chen Kuilong did a number of reforms whenhe governed the local places; these reforms were beneficial to the people’s livelihood and theprosperity of the local economy, promoted the development of local places. Facing with therevolution and the difficult situation in Late Qing Dynasty, Chen Kuilong worked hard forQing Dynasty with loyalty.This thesis named “A STUDY ON THE CONDITION OF ADMINISTRITIONDURING CHEN KUILONG’S TERM OF OFFICE AS A GOVERNOR” is divided into threeparts:The first part introduces the changing situation of Late Qing Dynasty and ChenKuilong’s history of promotion. A brief account of the political situation since the time of theinvasion by foreign powers as well as the efforts of Late Qing Dynasty to save its own decline,and briefly summarizes the content of the New Deal in Late Qing Dynasty. Although ChenKuilong was from the poor, but in his career, he worded hard and accumulated profoundpolitical capital for his promotion. In the process of Chen’s promotion, his personal capacityplayed an important role, the external circumstance also provided him a helping hand.The second part discusses the measures which Chen Kuilong took when he governed thelocal places. The ten years Chen Kuilong governed the local places was also the ten yeas ofNew Deal in Late Qing Dynasty, Chen Kuilong developed a few measures for political,military, economic, cultural and other aspects. In addition to the New Deal Reform, ChenKuilong also spared no effort in the management of flooding, relief of disaster and socialmanagement; he maintained the local peace, too. As the governor of Zhili Province, hesuppressed the movement of constitutionalism faction and revolutionary party, which isdetermined by its position and identity naturally. The third part analyses Chen Kuilong’s condition of administration when he governed thelocal places and summarizes its characteristics. The characteristics of Chen Kuilong’scondition of administration when he governed the local places include “obeyed the commandsteadily”,“took care of the people and paid attention to the livelihood of the people”,“awkward situation and contradiction modality”. On its historical effect, it has the positiveand negative influences.
