A Study On The Present Service Situation Of University Youth Volunteers In Sichuan Province

Since the implementation of reform and opening policy, China’s economy has made steady progress and people’s living standard has improved greatly. However, the structural transformation, economic restructuring and the introduction of competition have widened the gap between the rich and the poor in the society, and disadvantaged groups in need have extended. Meanwhile, under the circumstance of market economy, people’s view of the world, view of live and values have changed greatly. In the modern society, the interests are the main driving force of human behaviors. Under this specific social context, the Central Committee of the Communist Youth League officially launched "Youth Voluntary Action in China" in 1993 on the basis of summarizing the experience of learn-from-Lei Feng activities and learning from the working experience of volunteers abroad. The action meets the demand for development of our times, promotes the building of a harmonious society and bettering the relationship among the people; it also meets the demand for the self-development of contemporary university students and focuses on the motivating of the initiatives of the college students. Youth volunteers have embraced the voluntary service spirit of "devotion, fraternity, mutual help and progress", have made a lot of contributions to the society and have won extensive identity and complements from the society. Meanwhile, the volunteers steel themselves and improve themselves during the process of serving other people.Youth League organizations at various levels and their cadres have given much attention and thought to develop the university volunteer services. Organizations at various levels have done a lot of useful exploration in team recruitment, building of organization, exploitation of working field and development and optimization of working mechanisms and have achieved extraordinary successes. However, compared with the volunteer services abroad, the volunteer actions in China develops at different rates and at different levels because of the short developing history, the limited experience and the various internal and external factors, resulting in large development differences between universities in the east and universities in the west, large development differences between universities in large cities and universities in small and medium-sized cities, large development differences between universities in key universities and universities in general universities.After the 2008 Beijing Olympic Games and the Wenchuan earthquake, the service of university youth volunteers in Sichuan province has developed rapidly on earlier work, and almost all the universities have established organizations of youth volunteers. They have carried out a large number of volunteer services, such as, support for the reconstruction, caring for unattended children, concern about disadvantaged social groups, voluntary blood donation, environmental protection, and community services, and have achieved favorable public reaction. However, they are faced with many problems in the development, such as:imperfection of building of organizations and teams, unscientific management system, shortage of funds, defective project construction, imperfect supervision and evaluation system, imperfect incentive system, lack of favorable external environment and so on. This thesis studies and analyzes the present service situation of university youth volunteers in Sichuan province. Compared with other volunteer services in other universities home and abroad, this thesis analyzes the problems and reasons about self-building and external environment. Combined with the study of business administration in nonprofit organizations and the theory of modern humanism management, this thesis discusses the new ways to perfect the service of university youth volunteers in Sichuan province.1. Introduction. It elaborates on the aim and significance of this thesis, present research at home and abroad, methodology and innovation point of this thesis.2. A summary of the services of university youth volunteers. It introduces the meaning and origin of voluntary service, as well as the general situation of the development of volunteer services of Chinese university youth volunteers. It analyses the distinctive characteristics of university youth volunteers, that is.the particularity of participants, the specificity of administration, and limitation of serving field, which is different from other social youth volunteers. The practical significance of the service of university youth volunteers is elaborated on in the view of three aspects, including being favorable for the cultivation of professional talent, being helpful to promote moral education work in the universities, and being helpful to boost social harmony and progress.3. Combined with the working practice of the voluntary service team named "People from Bio-engineering School", this thesis analyses systematically the present service situation of university youth volunteers in Sichuan province through conducting a questionnaire survey, individual interviews, etc. It analyses the popular problems in the present service situation of university youth volunteers in Sichuan province, including the internal problems,such as, organization building, team building, project construction, evaluation system, incentive system, and the problem of external environment concerning society, government and universities.4. This thesis analyzes profoundly the reasons of the internal and external problems existing in the present service situation of university youth volunteers in Sichuan province in the view of three factors, including the volunteers themselves, the organization of volunteers and the environment.5. This thesis draws on the study of business administration in nonprofit organizations and the theory of modern humanism management and discusses the new ways to perfect the service of university youth volunteers in Sichuan province, paying much attention to the ways concerning the operation of enterprise mode, the strengthening of systematic construction based on the theory of humanism management and the establishment of socialized program operation system.This thesis combines the present service situation of university youth volunteers in Sichuan province with the research on the entrepreneurial manner of conducting the service of university youth volunteers, the manner of humanism management and the manner of socialized program operation. It provides certain feasible references for the further improvement of the services of university youth volunteers in Sichuan province and the boost of service work of university youth volunteers in Sichuan province. It is of great significance to the further improvement of the construction of spiritual civilization in Sichuan province.
