The Application Research On The Official Card System Reform In Centralized Payment System Of State Treasury

The current official card system in our country is a new financial settlement system which is based on centralized treasury payment system and supported by official card. Since 2007, the experimental work of reform has been carried out in all levels of budget units. Based on plenty of data, this article illuminates the reform of official card system in details. It also analyses some achievements and problems existing in different places combining some pilot situations of the reform. Taking it into consideration that our city is only a medium-sized city of the West, this article does some application researches on the experimental work, puts forward some suggestion and analyses the possible development trend as well as some necessary steps to be taken in the future in order to improve the reform.This article is divided into five parts:The first part summarizes the old official card system under the centralized treasury payment system. It begins with introductions of the official card system and the centralized treasury payment system and then explains the basic essence and main content of the former one in details. The second part explains the development of some related areas and various deepening reforms in order to choose a proper time to start the reform after some necessary requirements are satisfied. It analyses the necessity, realism and feasibility of the reform in details. The third part elaborates some reform conditions and major measures developed by some experimental units and analyses the achievements as well as the problems. The fourth part develops the application researches on the reform of official card system in our city and carefully explains the reform ideas, targets and tasks, implementation procedures, main contents and concrete measures of it, according to the comparison with budgeting units and surveys on the working conditions of our city. The fifth part put forward some suggestion and measures which may be taken in the future to improve the reform on account of the existing problems as well as the possible difficulties which were found in the process of reform research. At the end of this article, it comes up with some following measures of improvement. The key point of restraining the disadvantages of the new system depends on the enhancement of the supervision and the improvement of it. Only with the regulation of the usage of official card from the root and the advantages over reducing the cost, improving the working efficiency and restraining the corruption of administration can we make it the real official card.
