Research On Implementation Effect And Influence Factors Of The Cultivated Land Protection Policy Based On Farmer Satisfaction:

Using the cultivated land legally and reasonably is an important foundation for harmonious development of our economy and society. With the increasing phenomenon of occuping cultivated land, the cultivated land protection is facing severe challenges. How to strengthen the protection of cultivated land, and enhance the performance of the cultivated land protection policy and farmer satisfaction is an important topic in the field of academic research today.The study designed a questionnaire with high reliability and validity about implementation effect and influence factors of the cultivated land protection policy based on farmer satisfaction by three steps:First, we studied the literature of the focus on the assessment of public policy, the evaluation of public satisfaction and implementation effect of cultivated land protection policy. Second, we combed the cultivated land protection policy. Third, we interviewed farmers and experts. The evaluation of farmer satisfaction conbined four aspacts:blance of cultivated land policy, land use control policy, basic farmland protection policy, land development and consolidation and reclamation policy. The evaluation of fluence factors consisted of four dimension:the formulation, implementation, supervision and feedback of cultivated land protection policy. Then, we obtained data by making surveys of farmers in Tongxiang, and took the SPSS18.0 (Chinese Edition) statistical software as the analysis tool to deal with the data effectively by using the statistical methods of descriptive statistical analysis, principal component analysis and regression analysis.The results show that, on the aspect of satisfaction, the farmer satisfaction on implementation effect of cultivated land protection policy is in the lower-middle level, and there are no significant differences among the blance of cultivated land policy, land use control policy, basic farmland protection policy, land development and consolidation and reclamation policy. In terms of influence factors, the implementation, supervision and feedback of cultivated land protection policy are the main influence factors of farmer satisfaction, and the policy implementation is the greastest influence factor, followed by policy supervision and policy feedback. The formulation of cultivated land protection policy is not the main factor in the study, compared to the other three factors, its effect is not obvious.The study puts forward the countermeasures in four dimensions consisting of the formulation, implementation, supervision and feedback of cultivated land protection policy based on the survey results of farmer satisfaction and the statistical analysis of influence factors and the present situation of cultivated land protection policy. The countermeasures mainly includes inproving the arable protection policy system, increasing the enforcement of arable protection policy, improving the supervision and feedback mechanism of arable protection.The innovation of the study lies in:first, creating a new entry point-the farmer satisfaction and its influence factors based on combing the literature and cultivated land protection policy systematically; second, designing a questionnaire with high reliability and validity about implementation effect and influence factors of the cultivated land protection policy based on farmer satisfaction to make the empirical study; finally, dealing with the data by using the statistical methods of descriptive statistical analysis, principal component analysis and regression analysis.
