Along with the deepening application of the3S technology to water resources planning and engineering hydrology, the data acquisition of basin ground, the hydrological simulation and prediction have surged revolutionary changes. The potential application value of resources planning and engineering construction in the area with only high resolution satellite remote sensing data Aster GDEM is gradually recognized by researchers and engineers. The hydrological model based on GIS technology and the correlative analysis tools have got extensive applications in overseas projects, and become the main tools for river basin modeling and analysis. This paper analyzes the Ruoqu river basin try to seek ways of the rainfall-runoff simulation of the watershed, which is short of data, based on GIS, RS and other advanced technologies. These ways can provide reference for flood protection in projects.After making a comprehensive view of distributed hydrological models, the paper analyses and compares the principle, structure and mechanism of several mainstream ones. According to the characteristics and available data of the river basin in the research area, we concluded that the HEC-HMS model is the best suitable. Subsequently, Based on the river basin is located in the Qinghai-Tibet plateau is missing basic topographical, hydrological, meteorological and other characteristics of the data, select the appropriate numerical simulation of hydrological models and GIS software, determine the research theory method and key technologies. Then, we summarized and analyzed the principle and structure of the Arc Hydro data model which is the key application of the hydrological modeling with GIS technology, the principle of hydrological analysis of the DEM data, and the HEC-HMS series of hydrological modeling and analysis software, we processed these data, which included downloading and processing the DEM data of the river basin, analyzing the rainstorm with the chart method. Finally, we analyzed the terrain and treated the project with HEC-GeoHMS, extracted the hydrological parameters related to HEC-HMS model, constructed the HEC-HMS model, selected proper parameters of the runoff yield and concentration, simulated the rainfall-runoff of the Ruoqu river basin. The results show that the effect is admirable in the feasibility study stage when the HEC-HMS model is applied to the rainfall-runoff simulation in the study area.
