Based On Spatial Differentiation Shengtaixian Construction Planning Research

As the sustainable development become consensus among all countries in the world, how to achieve the sustainable development has become an important problem, many countries have launched the exploration in different ways. As a developing country, faced with the dual pressures between urgent need of economic development and ecological deterioration, the former State Environmental Protection Administration has taken the eco-province construction, eco-city construction and eco-county construction as a implementation of sustainable development strategy, which has great significance of changing the local development mode and realizing the society, economy, resources and environment harmonious and sustainable development.The paper is based on the study of ecological construction both in our country and abroad. According to the theories of ecology, geography, ecological economics and circular economy, on the basis of ecological function zoning, explores the eco-county construction mode, the task and the principles and the ideas of space decomposition. Huangling district, Shaanxi Province is taken as a case study. According to ecology county construction index system and gap, on the basis of ecological function zoning, put forward the ecological industry, ecological residential and ecological environment protection and the construction of the ecology county task and its space decomposition scheme.The result can be shown as following aspects:(1) Elaborating the main content of ecological county construction through three aspects, which are ecological industry construction, ecological living environment construction and ecological environment construction. In the ecological agriculture, explores three construction of ecological agriculture mode, which are stereo production type, circular utilization type and compound utilization type. In the ecological industry, discusses the ecological industrial building mode of coal industry, petroleum industry, agricultural product processing industry and building materials industry. Ecological residential construction should focus on the living environment management, infrastructure construction, green building and ecolog-ical residential building. Ecological protection and construction should include the nature reserve construction, vegetation construction, soil and water conservation and biodiversity protection.(2) On the basis of the characteristics of different modes, put forward the thoughs of choosing ecological agriculture construction mode according to the characteristics of natural conditions and socio-economic development. Based on mineral resources and industrial development, proposed the idea of eco-industrial park construction and regional development of circular economy.(3) According to the analyzation of economy,society and environment, points out the advantages and constraints of Huangling County during the eco-county construction process. Through ecological county construction index system, analyzes the diagnosis the problems existing in ecological county construction of Huangling County. In accordance with regional differentiation principle, Huangling County is divided into four ecological function area, the paper points out the dominant ecological functions and direction of development of the various ecological areas, and provides support for the eco-county construction planning and layout.(4) Elaborating the main content of ecological county construction in Huangling County through ecological industry construction, ecological living environment construction and ecological environment construction. Ecological planting base builds in Eastern tableland area, pollution-free fruit and vegetable and high quality and high yield grain base builds in the ground next to the river.The paper takes the coal chemical recycling economy industrial park as the main task of eco-industrial construction, and builds the Juhe Yuan nature reserve in the western mountain, do the forest and grassland construction and watershed management in other mountains and tableland area.Finally, according to the development of town and village, implement the ecological residential construction tasks.
