China’s rural areas have long been underdeveloped compared with urban areas, and the urban-rural gap has been growing wider, especially in the context of rapid industrialization and urbanization process, in which the dualistic structure of urban and rural areas has become a major bottleneck to China’s modernization drive. Urban-rural integrated development strategy was implemented during the 11th five-year plan period to drive the socioeconomic development and improve living conditions in rural areas and achieve coordinated regional development with the help of investment from urban areas and industrial sector. Improving the public facility setup in rural areas in the context of urban-rural coordinated development is the prerequisite to improving the living conditions and facilitating economic development in rural areas.The fact that traditional rural villages in China are scattered and sparsely populated has become a bottleneck to distribution and effective functioning of public facilities. In urban and rural planning, village-based decentralized distribution of public facilities is not instrumental in substantially raising the level of public services, reducing the rural-urban gap in availability of public facilities and achieving the objective of equal access to public services. In economically developed areas, urbanization process is speeding up on the one hand; on the other hand, rural communities are being effective integrated for greater population density and intensive distribution of public facilities. New-type rural community planning approach is being leveraged to build public service centers and improve the quality of public service. From the perspective of urban-rural planning, construction of rural community-based public facility distribution system, size indicator and spatial distribution pattern is a top priority of the present-day coordinated approach to development of both urban and rural areas.This paper looks at Xiliuqiao village, Guangrao county, Shandong province, a typical rural area, to assess essential public facilities, study the hierarchical structure of villages or village group in distribution of public facilities, size distribution system of public facilities and distribution eriteria and develop the theory about distribution of public facilities in the context of urban-rural integrated development in support of urban-rural planning and construction.
