Highway takes a critical role among transportation system infrastructure, but due to the special geographical environment and economic restrictions, it is very difficult for highway construction in Northwest China. The lack of comprehensive and in-depth theoretical study, the high cost of construction, the deep financing gap of investment and the unfavorable cost control, all these reasons lead to the reduction of the return on investment in highway projects.The development of engineering cost management at home and abroad and the application of relevant theories are discussed in this paper. There is also summarized the situation of highway engineering cost management in China. By taking a specific highway project for studying, according to the engineering geology in the collapsible loess area of Gansu province, with the application of the system cybernetics, engineering economics, cost control, comparative analysis and other methods to optimize and innovate the highway engineering design to achieve the target of effective control of cost.The specific conclusions are reached as follow:(1Comparatively analyze the characteristics of domestic and international project cost management and related research aiming at the development status of the highway project cost management and then pointed out the importance of highway engineering in design phase for cost control and its impact on the total investment.(2)Analyzed the main factors of the project cost in highway engineering design phase based on the structural design of roadbed of highway and the pavement, material selection, drainage facilities and environmental to build the system of main factors that affect the cost of highway. And then provide evidence for the preferred design.(3)According to the collapsible loess foundation in Northwest China, the engineering characteristics of collapsible loess is analyzed in this paper, and the cost control of highway engineering in design stage from the design of pavement and roadbed, and the method of foundation treatment are emphatically researched.(4)Through constructing hierarchical structure of main factors that affect highway engineering cost in design stage, optimization scheme by combination of hierarchy analytic, value engineering and limitation design is used to provide the model of theory research for engineering practice.(5)With a highway project of Gansu province as an example, the theory model is applied to the example analysis and has achieved good effect of cost control, which is verified the reliability and practical of the theory research model.The design scheme is selected and made optimization by utilizing analytical method of engineering cost management, strengthen the effect of cost control in design phase, and provided research method and application steps for highway cost control and management work in design phase that on the collapsible loess foundation.
