The electronic medical records in the medical institutions of China has popularizegradually day by day. At the same time, the situation of infringing on the personalinformation of the electronic medical record happens frequently. So more and morepeople pay attention on the protecting of the personal information of the electronicpatient records. Especially in the situation of the absence of legislation of the PersonalInformation Protection Law, as well as the electronic medical records personalinformation Protection Law in China. We need to think about how to protect thepersonal information in the electronic medical records and how to legitimate thepatients’ rights. This paper attempts to build a security system to protect the personalinformation in the electronic medical records from three aspects which are legislation,technology, education.
