Less Developed Areas In Shandong Province New Rural Cooperative Medical Research

Abstract/Summary:
It’s the main content of building our new socialist countryside andbuilding well-off society to establish the rational and perfect ruralmedical security system and improve the level of rural health care.Italso has great significance to solve the problem of peasants’ gettingpoverty and poverty reinstatement due to illness. In2003, the StateCouncil demanded the provinces to launch a pilot project about thenew rural cooperative medical care, and then extended it to the wholeprovince. There are134counties(cities、 districts) with agriculturalpopulation that all carried out the new rural cooperative medical carein Shandong province, and established the new rural cooperativemedical care system one year earlier than the national schedule. In2010, the rate of rural residents’ inclusion in Shandong Province reached99.6%and the number of the farmers benefited from the policy was150million people. The new rural cooperative medical level of ShandongProvince was at the forefront of the country, but in someunderdeveloped areas, the pilot work of the new rural cooperativemedical care still exists many problems, restrictsthe development ofmedical care in rural undeveloped areas.This thesis is studied by combining the theoretical analysis andspot investigation, also, by analyzing the history and situation to assessthe superiority of the new rural cooperative medical system scientifically.The author conducted a surveys of in fei county, a typical area ofundeveloped areas in shandong province, pointed out that theproblem of the new rural cooperative medical care in fei county andanalyzed the reasons for these problems by polycentric governancetheory. It described the advanced experience of the new ruralcooperative medical care in other rural areas, these experiences thatcontains the polycentric governance idea were worth learning by fei county. Finally, I believe that the work of new rural cooperative medicalcare in Fei County should follow the polycentric governance thought,starts from the four aspects of government, the rural collectiveeconomic organizations, the third sector and farmers. In order toexplore the choice of the new rural cooperative medical care in theundeveloped aeras of Shandong Province, measures should be taken,enhancing the dominant position of the government, the support of therural collective economic organizations, encouraging the third sectorand the farmers to participate in the new rural cooperative medicalcare.
